IMO's Maritime Safety Committee has begun embedding AI-related considerations into existing cybersecurity frameworks. MSC-FAL.1/Circ.3, originally designed for cyber risk management, is now being reinterpreted by flag states to include AI-driven decision systems. Meanwhile, IACS Unified Requirements E26 and E27, which came into force in July 2024, establish connectivity and cyber resilience requirements that directly affect how AI agents can interface with onboard OT systems.

In an environment where a falsified AIS position or a spoofed sensor reading could lead an AI navigator toward a collision, data integrity is not a feature. It is a precondition for safe operation.

The gap between AI capability and AI trustworthiness on ships is not just a technology problem — it is a governance problem. Shipowners who treat AI adoption as a software procurement exercise will find themselves exposed. Those who build trust frameworks around their AI systems will be better positioned for the regulatory environment ahead. Practically, this means three things.
The maritime industry has always adapted to new technology through regulation — from SOLAS to MARPOL to the ISM Code. AI will be no different. The question is not whether rules will come, but whether your organization will be ready when they do.
